SR. FINANCIAL & DATA ANALYST

JOB SUMMARY: The Senior Financial and Data Analyst gauges the City’s overall financial health primarily by evaluating the key financial health indicators and ratios. Evaluates the City’s fund balances and other flexible funding sources to maximize usage during the budget process. Assists in developing reports and presentations to bond rating agencies. Works with the City’s financial advisors to ensure optimal interest rates and shape debt schedules. Maintains and updates City fund models in order to facilitate discussions about the financial position of each fund. This entails having an in-depth understanding of operating expenditures and budgets, long-term capital planning, and various revenue streams. ESSENTIAL DUTIES: Assists in all aspects of the capital budget process (e.g., managing the Capital Improvement Plan (CIP) database, capital budget process, prioritization committee, etc.). Oversees ongoing capital projects and equipment replacement projects. Develops and maintains a strategic plan for managing all city facilities and assets.Manages the budget software to ensure optimal performance of the system. Trains and supports end-users to ensure accuracy and successful data migration. Tailors reports for critical user groups at all levels of data interpretation. Conducts short- and long-term analysis for City revenues by monitoring sales, property tax, and miscellaneous fees. Prepares and presents the City’s annual long-term expense and revenue projections. Monitors departmental service fees for accuracy and compliance with state code, recommends updates as needed. Partners with department heads to help establish a data-driven culture by developing usable performance indicators, efficiency optimization and cost-cutting measures City-wide. Provides statistical information, interprets organizational results, and reports to senior and mid-level management in support of departmental missions. Performs policy analysis including legislative and legal research, and is able to synthesize and communicate findings succinctly in both written and oral formats.Performs related job duties as required. EDUCATION AND/OR EXPERIENCE:Required:Bachelor’s Degree in a related field and two years of experience in a related field; or 5 years’ experience performing descriptive, predictive and prescriptive analytics 3-5 years of demonstrated experience providing professional data analysis, recommendations, project administration, staff, public, and Council presentations, and/or budget monitoring. Technical expertise regarding data models, database design development, data mining, and maintenance techniques.Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS, etc.).Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.Adept at queries, report writing, and presenting findings.Demonstrated experience developing effective KPIs, and dashboards and making executive presentations.3 years demonstrated process or project management experience.
